We determine the high-level personas who are interacting with your product, what their needs are in terms of functionality as well as their conceptual model of the product, and iteratively work to build a user experience to that matches how your users actually use you product.
The UI/UX team can be a valuable addition even later in the product lifecycle, as the systematic approach they take to analyzing the product workflows and interaction patterns often identifies other issues with logical consistently, data model, or even something as basic as who uses the product and why.
